Esteiden aiheuttamien haittojen arvo peltoviljelyssä

Abstract

Nykyaikaiseen infrastruktuuriin kuuluvat rakenteet aiheuttavat esteitä peltoviljelylle. Tämän tutkimuksen tavoitteena oli selvittää, kuinka suuren haitan pellolla sijaitseva este aiheuttaa. Tutkimusongelman ratkaiseminen aloitettiin kenttäkokein. Niissä selvitettiin, kuinka paljon erityyppiset esteet aiheut- tavat peltoviljelyn työvaiheissa lisätyötä ja kuinka suuri ala jää niiden takia käsittelemättä. Esteitä lavastettiin koelohkoille viisi erilaista, joista kukin neljällä eri tavalla siten, että työkoneella ajettiin joko harusten myötäisesti tai niiden vastaisesti ja samat kokeet tehtiin pellon laidassa sijaitsevalla esteellä. Kenttämittausten esteet edustavat hyvin yhtätoista erilaista pelloilta tavattavaa estetyyppiä (I-tolpasta teräsportaaliin). Kenttämittauksissa pyrittiin taloudelliseen ja turvalliseen työtapaan. Esteiden vierustoja ei "parsittu" yhtä tarkoin kuin aikaisemmissa tutkimuksissa. Tämä vähensi esteiden aiheuttamaa lisätyöaikaa, mutta kasvatti käsittelemättä jäävää estealaa. Suoriteaika muutettiin lisätyöajaksi normalisointikertoimella. Se muuttaa varsinaisen suoritusajan standardiaikajärjestelmän mukaiseksi työajaksi. Edellisiin tutkimuksiin verrattuna esteiden aiheuttamien haittojen arvoskaala laajeni. Estealan koon perusteella suhteellisesti eniten esteiden aiheuttamien haittojen korvaukset laskivat, kun kyseessä olivat pienialaiset esteet. Erityisen paljon laskivat myös yleisimpien viljelykasvien keinolannoitteisiin pohjautuvan viljelyn estehaittakorvaukset. Jos tiloilla käytetään tulevaisuudessa yhä enemmän kevennettyä perusmuokkausta, myös se vähentää estehaittaa. Sen sijaan erikoiskasvien (peruna ja sokerijuurikas) estehaittakorvaukset muuttuivat edellisiin tutkimuksiin verrattuna suhteellisesti vähiten, suurilla estealoilla estehaittakorvaus jopa nousi. Normatiivinen lähestymistapa ei välttämättä ole paras mahdollinen tähän tutkimusongelmaan. Sen vuoksi kirjanpitotiloille tehtiin maksuhalukkuuskysely. Tulosten perusteella viljelijöiden kokema I-pylvään estehaitta on noin kaksinkertainen laskettuun estehaittakorvaukseen verrattuna.

Some structures of the modern infrastructure bring about obstacle harm in field husbandry. The aim of this study was to look into how great is the harm caused by an obstacle on cultivated land. The first phase was to perform field experiments in which it was examined how much additional work time the working phases required and how large non-treated obstacle area was caused by different types of obstacles. Five different obstacle types were staged into the study plots, and every one of them in four different methods, so that the work machine was driven either in the direction of stays or against them, and the same drives were performed with an obstacle on the edge of the cultivated land. The obstacle types used in these field experiments are a good representation of the eleven different types of obstacles found on cultivated land. In field experiments, an economic and safe working mode was pursued. The flanks of the obstacles were not treated as closely as in former studies. This decreased the additional working time caused by the obstacles, but increased the non-treated obstacle area. The performance time was converted to additional working time by means of a normalising coefficient, which transforms the actual performance time to correspond with the working time according to the standardised time system. The value scale of the obstacle harm expanded from earlier studies. Based on the obstacle area size, the decrease of obstacle harm compensations was relatively high in small obstacle areas. The obstacle harm compensation of fertiliser-based cultivation of most common cultivable crops had an especially considerable decrease compared to previous studies. If the farms ever-increasingly shift to reduced basic tillage in the future, it will also decrease the obstacle harm. The obstacle harm compensations of special crops (potato and sugar beet) had relatively the smallest change; in large obstacle areas the obstacle harm compensation even increased. The normative approach is not necessarily the best one for this study problem. Thus, a survey of willingness to pay or accept was conducted for the accounting farms. According to the results, the farmers feel that the obstacle harm of the I poles is about double compared to the calculated obstacle harm compensation.
