Velkojen keskittymiskehitys Suomen maatiloilla

Abstract

Tässä katsauksessa kuvataan velkojen keskittymiskehitystä Suomen maataloudessa vuosina 1997-2002. Tutkimusaineistona on Maatalouden yritys- ja tulotilaston (MYTT) maatilakohtainen verotusaineisto. Tarkastelussa mukana olevat velat eivät sisällä vuokrapellon arvoa, vaikka se on suuruudeltaan samaa luokkaa kuin maatalouden velat rahalaitoksille. Maatiloilla aikaansaatua tuotannon määrää on tarkasteltu myyntituottojen perusteella. Tuotannon määrän tarkastelussa ei ole huomioitu mitään tukia. Maatilojen rahaliikettä kuvaavaan liikevaihtoon sisältyy sen sijaan myös tuet sekä maatilatalouden sivuelinkeinojen tulot ja veronalaiset tulonsiirrot. Maatalouden rakennekehitys on sikataloutta lukuun ottamatta keskittämässä maatilojen velkoja nopeammin kuin maataloustuotantoa. Velkaisuuden kehitys on ääripäistymässä niin, että velattomien tilojen määrä pysyy vakaana, mutta velkaisimpien tilojen velat kohdistuvat yhä pienempään osuuteen maatalouden tuotantomäärästä ja maatilojen koko liikevaihdosta. Ne tilat, jotka tuottivat 10 % maitotilojen tuotannosta, vastasivat vuonna 1997 36,1 % koko maitotilaryhmän veloista, kun vuonna 2002 vastaava osuus oli 41,9 %. Tuotantosuunnittain tarkasteltuna velat ovat vuosien 1997-2002 aikana keskittyneet yhä voimakkaammin myös naudanlihan- ja viljantuotantoon erikoistuneilla tiloilla. Keskittyminen oli voimakkainta kasvinviljelytiloilla, jossa velkaisin 10 % tiloista oli vuonna 2002 vastuussa 62,2 % kaikista viljantuotantoon erikoistuneiden tilojen veloista. Suomen maatiloista on tuotantosuunnasta riippuen velattomia 12-41 %. Maatalouden velat jakautuvat huomattavasti epätasaisemmin kuin maatalouden tulot. Maatalouden tulojen jakautumista kuvaava Gini-indeksi on saanut aikaisemmissa tutkimuksissa arvoja väliltä 0,22-0,38, kun tässä tutkimuksessa tuotannon määrällä painotetut velkojen keskittymistä kuvaava indeksi sai arvoja välillä 0,521-0,705.

This study describes the concentration of debt on Finnish farms. The data are from the farm-level taxation data in Maatalouden yritys- ja tulotilasto (MYTT) database. The data do not contain the values of rented land and rented land is not included from other databases in this review, even if the value of the rented land equals to value of debt from financial institutions. The volume of production that has been achieved on the farms has been examined on the basis of proceeds of sales. In the examination of the volume of production, the income supports have been excluded from the figures. However, figures of turnover are in conformity with subsidies and incomes from all activities related to agricultural and income transfers. The results signal that debt is concentrating on fewer farms. An alarming trend is that debt is also concentrating on a smaller part of agricultural production. Production has been concentrating slower than debt on the farms which have made investments. This can be noticed in all main production lines, with the exception of hog production. At the beginning of the research period (in 1997) those dairy farms, which produced 10% of overall milk, accounted for 36.1% of all debt amongst the dairy farms. By the year 2002, this share had increased by 5.8 percentage points to 41.9%. This concentration was even stronger on grain farms where the farms producing 10% of grain production have 62.2% of all debt amongst the grain farms. 12-41% of farms are debt-free depending on the production line. Farmer's debt is fragmented more unevenly than agricultural incomes. Gini-indexes which describe the division of agricultural income have shown values in earlier studies in the range of 0.22-0.38%. However, in this study on the concentrations of debt, the index reported values in the range of 0.521-0,705% when emphasising production volumes.
