Lomituspalveluihin tehtyjen muutosten vaikutukset kotieläintiloilla

Abstract

Maatalousyrittäjien lomituspalveluihin on tehty 1990-luvulla valtiontalouden säästösyistä lukuisia muutoksia. MMM Pia Lehmusvuori selvitti yli 200 kotieläintilan lomitustiedoista, kuinka paljon yrittäjät käyttivät lomituspalveluja vuosina 1992 ja 1996. Tutkimuksessa arvioitiin myös kuinka palveluihin tehdyt muutokset vaikuttivat erityyppisten kotieläintilojen toimintoihin. Maidontuotantotilojen yrittäjät käyttivät lomituspalveluja molempina tutkimusvuosina sika- ja kanatilojen yrittäjiä enemmän. Erot muodostuivat siitä, että maidontuotantotilojen yrittäjät käyttivät selvästi muita yrittäjiä useammin maksullisia lomituspalveluja. Maksuttomalla vuosilomalla yrittäjät olivat olleet tuotantosuunnasta riippumatta lähes saman verran. Vuoden 1992 jälkeen lomituspalveluja muutettiin. Viikkovapaan lakkauttaminen ja korvaaminen maksullisella tuetulla lomittaja-avulla vaikutti eniten maidontuottajiin, koska he olivat ostaneet viikkovapaata eniten. Myös yrittäjiltä perittävien käyttäjämaksujen korotukset vaikuttivat eniten maidontuotantotiloilla. Sitä vastoin kahden yrittäjän tiloille asetettu vaatimus samanaikaisten lomapäivien pitämisestä lisäsi yhtä aikaa pidettävien lomapäivien määrää eniten lihasika- ja kanatiloilla. Lomituspalveluihin tehdyistä muutoksista huolimatta lomituspalvelut pystyttiin vielä vuonna 1996 järjestämään yrittäjille kohtuullisen hyvin. Vuoden 1996 jälkeen tilanne on kuitenkin voinut lomittajapulan vuoksi heikentyä.

In the 1990s the farm relief services have been changed in a significant way due to the savings measures in the state economy. The study is concerned with the use of relief services by farmers as well as the effects of the changes in the services after 1992 on livestock farms with different production lines and number of entrepreneurs and of different sizes. The production lines selected for the study were dairy production, piglet production, pigmeat production and egg production. The data were collected by questionnaires from the municipal authority responsible for the relief services in 1997. The data consist of information on 202 livestock farms on the relief services in 1992, 1996, and, in part, 1997. The number of entrepreneurs on the farms was 348 in 1992 and 311 in 1996. The farmers included in the data used about the same number of annual holidays in all production lines. Instead, there are considerable differences in the use of relief services partly paid by farmers (substitute help, weeks-off scheme and relief services granted at a subsidized price). Dairy producers were the most active in using relief services paid partly by themselves, whereas pigmeat and egg producers used these hardly at all. The number of holidays taken didnŽt seem to depend on the number of entrepreneurs or the number of animals, except only in few cases. The changes in the farm relief services made after 1992 influenced the services available for different kinds of livestock farms in very different ways. Dairy producers who had purchased services partly paid by farmers the most were the most affected by the raise in the relief service fees and abolition of the weeks-off scheme. Instead, for example the requirement concerning having the annual holidays at the same time on farms with two entrepreneurs mainly affected egg and pigmeat farms. In order to estimate the total effect of the changes in the farm relief services, values were established for the relief services used by farmers representing different production lines and farm sizes for 1992 and 1996, together with an estimated value for 1997. The values were established on the basis of the number of days when services were used, number of working hours per day, price of an hour of relief services and the service fees. The relative changes in the value of relief services between 1992 a 1997 pointed largely in the same direction on different kinds of farms, varying between +2 % and 12 %. The result indicates that even if certain changes in the services affected certain production lines the most, other factors influencing the value, like variation in the number of holidays, reduced the differences in the effects of the changes between farms with different production lines and numbers of animals.
