Maa- ja elintarviketalous kansantaloudessa

Abstract

Uusimaa, Varsinais-Suomi ja Etelä-Pohjanmaa tuottavat 40 prosenttia elintarvikesektorin arvonlisäyksestä maatalouden ja elintarviketeollisuuden toimialoilla. Maatalouden arvonlisäyksestä puolet syntyy viiden maakunnan alueella. Elintarviketeollisuuden arvonlisäyksestä lähes puolet syntyy kolmen maakunnan alueella. Aluetaloudellisesti elintarvikesektorin toimialoilla on kuitenkin laajempaa merkitystä. Tiedot käyvät ilmi MTT Taloustutkimuksen (MTTL) selvityksestä. Selvitys perustuu Tilastokeskuksen tuottamaan aineistoon. Etelä-Pohjanmaa, Varsinais-Suomi, Pohjois-Pohjanmaa ja Pohjanmaa ovat suurimmat maatalouden arvonlisäyksen tuottajat kunkin tuottaessa 10 prosenttia toimialan koko arvonlisäyksestä. Elintarviketeollisuuden arvonlisäyksestä lähes 30 prosenttia syntyy Uudellamaalla. Maatalouden merkitys alueen taloudessa vaihtelee Keski-Pohjanmaan maakunnan runsaasta viidestä prosentista Uudenmaan maakunnan 0,1 prosenttiin arvonlisäyksellä mitattuna. Elintarviketeollisuuden merkitys aluetaloudessa on suurin Etelä-Pohjanmaan maakunnassa, lähes 6 prosenttia. Elintarvikesektorin kokonaisrahavirrat kun rahavirtoihin lasketaan mukaan elintarvikkeiden kulutus niihin välittömästi liittyvine palveluineen sekä vienti, olivat vuonna 1999 runsaat 88 miljardia markkaa. Tästä tuontielintarvikkeiden osuus oli 11,2 miljardia markkaa. Elintarvikesektorin kotimaisten rahavirtojen osuus oli siten noin 77 miljardia markkaa eli vajaat 11 prosenttia vuoden 1999 markkinahintaisesta bruttokansantuotteesta. Kun rahavirtoihin lasketaan vielä mukaan elintarvikkeiden tuotantoon liittyvät tuet, saadaan elintarvikesektorin kokonaisrahavirroiksi lähes 100 miljardia markkaa vuonna 1999.

The objective of this study is to examine the significance of the food chain in the Finnish national economy as well as in the regional economies. Furthermore, the study attempts to investigate the complex network of interdependencies between agriculture, the food manufacturing industry, and other sectors of the national economy. The 1995 regional input-output data for 20 Finnish regions is used. The data compiled by Statistics Finland is based on the regional supply and use tables as well as the national accounts. Agriculture and the food manufacturing industry together account for only 3 percent of the Finnish gross domestic product (GDP) at basic prices. However, the significance of the total food chain in the national economy is much greater than the share of agriculture and food manufacturing in the GDP alone indicates. Agriculture and food manufacturing industry are linked to the rest of the economy through a series of backward linkages as well as forward linkages. Furthermore, there is considerable regional variation in the share of the food chain in the GDP. In certain regions agriculture alone makes more than five percent and food manufacturing up to six percent of region's GDP at basic prices. In Finland the total consumer expenditure on food and beverages was about FIM 84 billion in 1999. The value of total money flows within the Finnish food sector accounted for almost FIM 100 billion, when the agri-food exports and the agricultural supports are included with the total consumer expenditure on food and beverages. If the agricultural supports are excluded, the value of total money flows was about FIM 88 billion. Therefore, the value of total money flows generated by domestic factors of production amounted to FIM 77 billion, when the value of agri-food imports is deducted from the amount of FIM 88 billion. As a conclusion, the value of total money flows generated by domestic factors of production in 1999 (FIM 77 billion) accounted for 11% of the total Finnish GDP at market prices.
