Tilusrakenteen taloudelliset vaikutukset

Abstract

Tilusrakenteen heikkeneminen on maataloudessa tilakoon kasvun kannattavuutta rajoittava tekijä. Rakennekehitys pirstaloi tilusrakennetta, ja peltokuvioiden pienuudesta aiheutuu taloudellista haittaa. Lohkokoon lisäyksestä saatava hyöty on suhteessa suurin pienimmillä lohkoilla ja alenee hitaasti lohkokoon kasvun myötä. Vaikka tilakoon kasvu merkitsee tilan sisäisten välimatkojen lisääntymistä, peltolohkojen etäisyydet sinänsä eivät vielä rajoita tilakoon lisäämisen kannattavuutta. Maataloudessa tilakoon laajentamisella haetaan yksikkökustannusten alenemista, mutta Suomen tyyppisessä maassa tilakoon kasvuun liittyy myös lukuisia ongelmia. Tilan sisäiset välimatkat pitenevät ja lisäpellot voivat olla lohkokooltaan pieniä ja muodoltaan epäkäytännöllisiä viljellä nykytekniikalla. Muiden luonnonhaittojen tapaan tätä ei kuitenkaan toistaiseksi huomioida maatalouden tuissa. Vaikka tilakoon kasvattaminen on edelleen kannattavaa, viimevuosien rakennekehitys maataloudessa on merkinnyt tilusrakenteen selkeää heikkenemistä. Peltolohkojen keskikoko aktiivitiloilla on pienentynyt vuosina 1997-1999 2,67 ha:sta 2,65 ha:iin. Samalla peruslohkojen lukumäärä on lisääntynyt 15,3 kappaleesta 17,4 kappaleeseen tilaa kohti. Maatalouden taloudellisessa tutkimuslaitoksessa jatkuvassa tutkimuksessa on selvitetty peltolohkojen pienuudesta ja kasvavista viljelyetäisyyksistä aiheutuvan haitan taloudellista arvoa kirjanpitotiloilla. Tutkimuksessa on yhdistetty MTTL:n kirjanpitotilojen taloustiedot ja MMM:n peltolohkorekisterin tiedot siten, että talouskeskusetäisyyden lisäksi lohkokoko on voitu ottaa tarkastelussa huomioon. Myös tutkimusmenetelmä on uusi sovellus tässä yhteydessä. Tutkimuksesta käy ilmi, että peruslohkojen koko on tulosten perusteella taloudellisesti merkitsevämpi tilusrakenneominaisuus kuin niiden etäisyys talouskeskuksesta. Maitotiloilla työlle ja pääomalle korvaukseksi jäävä maatalousylijäämä nousee keskimäärin 176 mk vuodessa, jos peruslohkojen keskikokoa pystytään suurentamaan yhdellä aarilla tilan peltopinta-alan pysyessä ennallaan. Tulos merkitsee sitä, että keskikooltaan 32 ha:n maitotilan kannattaisi maksaa tilusjärjestelyistä, joilla tilan peruslohkojen keskikoko saataisiin kasvamaan nykyisestä 2,4 ha:sta kaksinkertaiseksi, noin 100 000 mk. Maitotiloilla, joilla peruslohkojen keskikoko oli tavanomaista pienempi, siitä aiheutuva haitta on tätäkin merkittävämpi. Sitä vastoin peruslohkojen etäisyys talouskeskuksesta ei osoittautunut tilan talouden kannalta merkitseväksi tekijäksi.

Structural development has been considered the most important element in securing the continuation of agricultural production in Finland. However, the current structural development has been observed to lead to a fragmented structure of the lands: parcels obtained from farms that give up agriculture and incorporated into the continuing farms are often weaker in terms of the structure than the other parcels of the farms. The purpose of the study was to find out the shadow prices for two land characteristics: (1) the area of the plots (2) the distance between the plots and the compound. The data are farms participating in the profitability bookkeeping. Profit functions were estimated for the different production lines, and shadow prices for the variables indicating the structure of arable land areas were derived from these. Shadow price estimates were used to simulate the economic impacts of the different aspects of the arable land structure. The approach based on the profit function indicated the costs and returns due to the structure of arable lands, taking account of the fact that the structure of the lands influences the decisions of farmers, such as the choice of the crops, set-aside and intensity of farming. The results of the study show that the size of the base parcels is an economically more significant structural characteristic than their distance from the compound. On dairy farms the shadow price of the average size of base parcels was FIM 176/100m2. Based on the simulation, it would be profitable for a dairy farm to pay about FIM 16,000 for the rearrangement of the lands so that the average size of the base parcels would increase 0.2 ha/parcel. The value of doubling the size of the base parcel that could be achieved through land arrangements was estimated at about FIM 100,000/dairy farm. The distance of the parcels from the compound of the farms did not appear to be a statistically significant factor in terms of the economy of the farm.
