Aktiiviviljelijöiden tuotantoon ja toimeentuloon liittyvät suunnitelmat

Abstract

Jatkamishaluisista aktiiviviljelijöistä noin 40 % aikoo laajentaa maataloustuotantoa seuraavien viiden vuoden kuluessa. Nuorista alle 36 vuotiaista useampi kuin joka toinen suunnittelee maataloustuotannon laajentamista. Yli 50 vuotiaista tuotannon laajentaminen on suunnitelmissa vain joka neljännellä. Tosin myös vanhempien viljelijöiden keskuudessa laajennussuunnitelmat ovat hieman yleistyneet muutaman vuoden takaiseen verrattuna. Tämä viitannee luottamuksen lisääntymiseen siitä, että tilanpito jatkuu myös seuraavan sukupolven aikana. Yhä useammalla kotieläintilalla tuotanto on jo laajennettu siihen mittaan, missä sitä aiotaan lähivuodet jatkaa. Etelä-Suomen alueella epätietoisuus korotetun investointituen säilymisestä näkyy investointikehityksessä. Ne on joko toteutettu tai meneillään. Tämä ilmenee erityisesti Etelä- ja Länsi-Suomeen keskittyvän sikatalouden laajennusinvestointeja koskevien suunnitelmien voimakkaana vähenemisenä. Edelleen kuitenkin 28 prosentilla kotieläintiloista aiotaan eläinmäärää lähivuosina lisätä. Kotieläinrakennusten uudisrakennusinvestointia suunnittelevia tiloja on edelleen 5 prosenttia, mutta laajennus- tai peruskorjausinvestoinnit ovat vähenemässä edellisvuosista. Toisaalla kotieläintuotantoa ollaan lopettelemassa edellisvuosien tahtiin eli suunnilleen joka kymmenennellä kotieläintilalla. Esitetyt tulokset pohjautuvat MTTL:n kirjanpitotiloilta vuosina 1996-1999 saamaan kyselypalautteeseen. Kyselyiden avulla on selvitetty tilanpitoa ja investointeja koskevien suunnitelmien ohella muun muassa tilojen sivuansiotoimintaa, kuten pienyritystoimintaa ja viljelijäperheen työskentelyä tilan ulkopuolella. Vuosi vuodelta viljelijöiden arviot mahdollisuuksista hankkia sivutuloja ovat muuttuneet myönteisemmiksi ja suunnilleen samassa tahdissa sivutuloja hankkivien tilojen joukko on myös laajentunut. Viimevuosina valtaosa viljelijöistä on katsonut sivutulojen hankkimisen mahdolliseksi, mutta edelleen varsin pieni osa luonnehtii lisäansiomahdollisuuksia hyviksi. Vuosina 1997-1999 niiden tilojen osuus, joilta viljelijä tai puoliso käy palkkatyössä tilan ulkopuolella, on lisääntynyt 40 prosentista 45 prosenttiin. Vuonna 1999 pienyritystoimintaa harjoitettiin liki neljänneksellä tiloista, mikä on pari prosenttiyksikköä enemmän kuin vuonna 1997. Pienyritystoimintaa harjoittavat tai palkkatyössä käyvät eivät juurikaan aio lähivuosina luopua sivutuloistaan.

This study is concerned with the plans of active farms concerning their livelihood and production for 1999-2003 and changes in the plans for the next few years. The study is based on questionnaires sent in 1996-1999 to farms included in the profitability bookkeeping. There are about 1,000 bookkeeping farms located in different parts of the country and representing different production lines. Each year from 67 % up to 80 % of the farms returned the questionnaire sent in the beginning of the year. On full-time active farms the willingness to continue farming is very high. At the same time 6% of all the farmers considered giving up farming in the next five years. The number of farms that are going to be transferred to descendant has not decreased from last year and are still at 10%. Agricultural production is going to be expanded at 39% of the continuing farms. Still about third of the livestock farms plan to expand their production, but at the same time 10% of them intend to decrease or give up livestock production. This change in balance predicts that the unit size is getting bigger and bigger. In 1999 7% of the farms included in this study practiced organic farming. The number of organic farmers has remained the same for couple of years now and is not expected to grow in near future. 14% of all the farms intended to expand their forestry activities in the near future and added with 74% of the farms that are going continue their forestry activities, gives a solid picture of forestry in today s Finland. Traditional farming and forestry does not give livelihood to same amount of farmers as it did before. That is why farmers are driven to find income from new sources, other than farming. On almost a half of the farms the farmer or spouse works full-time or part-time outside the farm. According to bookkeeping farmers, in the next five years 22% of them will have some sort of entrepreneurial activity. This entrepreneurial activity is almost equally common in livestock farms and crop producing farms. In general, however, small-scale entrepreneurial activities mainly bring additional incomes, and they do not provide an alternative to agriculture as the main source of income.
