Kolmannen sektorin rooli kumppanuuksissa : Esimerkkinä Itä- ja Pohjois-Suomen tavoite 1 -ohjelmat rakennerahastokaudella 2000-2006

Abstract

Tutkimuksen aiheena on kolmannen sektorin rooli kumppanuuksissa tavoite 1 -ohjelmassa (kehityksessä jälkeen jääneiden alueiden kehittäminen) Itä- ja Pohjois-Suomessa rakenne-rahastokaudella 2000-2006. Taustalla on EU:n rakennerahastojen kumppanuusperiaate, jossa julkisen sektorin lisäksi politiikan muotoiluun ja toimeenpanoon osallistuu myös markkinoiden ja kolmannen sektorin toimijoita. Kolmannen sektorin roolia analysoidaan suhteessa suomalaisen kansalaisyhteiskunnan perinteisiin institutionaalisiin piirteisiin, kumppanuusperiaatteen ilmentämään uudenlaiseen hallintaan sekä sosiaaliseen pääomaan, ja Itä- ja Pohjois-Suomea verrataan toisiinsa. Aineistona on Itä- ja Pohjois-Suomen ohjelma-asiakirjat, osaamisen vahvistamisen ja työvoiman valmiuksien parantamisen toimintalinjan (Itä-Suomi) ja osaamisen ja työllisyyden toimintalinjan (Pohjois-Suomi) ESR-hankkeiden luettelot ja kuvaukset sekä keskeisten toimijoiden haastattelut. Tutkimuksen perusteella julkisella sektorilla on vahva rooli kumppanuuksissa, jotka ovat myös painottuneet enemmän markkinoiden kuin kolmannen sektorin suuntaan. Vaikkei rakennerahasto-ohjelmien perusteella voi varsinaisesta kolmannen sektorin valtaistamisesta puhua, hankkeisiin osallistuu kuitenkin erilaisia, usein suomalaiseen järjestökenttään ankkuroituneita järjestö- ja säätiötoimijoita. Haastattelujen perusteella kolmannen sektorin osallistumista pidetään suotavana, mutta osallistuminen on rajallista. Siirtymästä hallinnosta hallintaan on varovaisia viitteitä, ja kolmannen sektorin ja sosiaalisen pääoman välillä nähdään yhteys. Itä- ja Pohjois-Suomen välillä ei ole radikaaleja eroja.

The topic of the research is the role of the third sector in the Objective 1 programme (the development of the areas lagging behind) in eastern and northern Finland during the Structural Fund period 2000-2006. In the background, there is the partnership principle of the Structural Funds of the European Union, where besides the public sector, also actors of the market and of the third sector participate in the shaping and implementation of policies. The role of the third sector is analyzed in relation to the traditional institutional characteristics of the Finnish civil society, to the new governance expressed by the partnership principle and to social capital. Eastern and northern Finland are also compared with each other. The research material consists of the single programming documents of eastern and northern Finland, the lists and descriptions of the ESF projects in the priority areas of strengthening expertise and improving labour capabilities (eastern Finland) or expertise and employment (northern Finland) and the interviews of the key actors. According to the study, public sector has a strong role in the partnerships, which are also more emphasized towards the market than the third sector. According to the Structural Fund programmes, it is not possible to speak of an actual empowerment of the third sector, but there is nevertheless a variety of organizations and funds, often rooted in the Finnish organizational field, which participate to the programmes. According to the interviews, the participation of the third sector is conceived as desirable, but it is limited. There are some vague signs of a shift from government to governance, and there is a link seen between the third sector and social capital. There are no radical differences between eastern and northern Finland.
