Aktiivitilojen viljelijöiden mielipiteitä investointituesta ja nuorten viljelijöiden aloitustuesta

Abstract

Tämä raportti perustuu MTT Taloustutkimuksen kannattavuuskirjanpitotiloille tekemään postikyselyyn. Kysely suoritettiin maalis-huhtikuussa 2004. Postikyselyn kysymysten osalta tässä on analysoitu vain investointitukeen ja nuorten viljelijöiden aloitustukeen liittyvät kysymykset. Kyselyn vastuksia tarkasteltaessa on tärkeää huomata, että kyselyajankohtana päätöksiä uusista tuista ei ollut vielä tehty, sillä ne astuivat voimaan vasta toukokuussa 2004. Kyselyyn vastanneita tiloja oli 397. Ne olivat kuuluneet kannattavuuskirjanpitojärjestelmään jo vuonna 2002, joten kaikista vastanneista tiloista saatiin halutut taustatiedot ja taloudelliset tunnusluvut. Lähes kaikki vastaukset painotettiin kuvaamaan koko maan aktiivimaatilojen tuloksia erikseen määritetyillä painokertoimilla. Vastanneista kotieläintiloista 15 % ja kasvinviljelytiloista 20 % aikoo laajentaa vuoteen 2010 mennessä nykyistä päätuotantoaan. Ne olivat keskimäärin suuria kooltaan ja parhaiten kannattaneita sekä parhaan tuloksen saaneita, mutta myös velkaisimpia. Vastanneista kotieläintiloista jopa 16 % ja kasvinviljelytiloista 9 % ilmoitti sukupolvenvaihdoksen olevan toteuttamissuunnitelmissa ennen vuotta 2010. Sukupolvenvaihdoksen tekevät tilat olivat keskimäärin melko suuria ja kannattavia. Vastanneista kasvinviljely- ja kotieläintiloista noin puolet aikoi jatkaa tuotantoaan ennallaan ainakin vuoteen 2010 saakka. Tuotannon mahdollisesti lopettavat tilat erottuivat pienen tilakoon, heikon kannattavuuden ja alhaisen tuloksen johdosta. Maataloustuotannon jatkumisen kannalta aktiivitilat pitivät suurimpina epävarmuustekijöinä tukien mahdollista alenemista, tuotteiden markkinahintojen alenemista, tuotantokustannusten nousua ja tilan kannattavuuden heikkenemistä. Tilan maataloustuotannon jatkuminen vuoden 2010 jälkeen on vähintään todennäköistä yli kahdella kolmasosalla tiloista. Vuosina 2000-2003 investointitukipäätöksen saaneista investoineista kasvinviljelytiloista neljännes ja kotieläintiloista vajaa kolmannes koki tulotason nousseen ja kannattavuuden parantuneen investoinnin johdosta. Investointeja joudutaan tekemään, jotta saataisiin säilytettyä nykyinen tulotaso ja kannattavuus. Tuotantoon liittyviä tukia pidettiin vähintään melko merkityksellisinä investointeja ajatellen yli 90 %:lla tiloista. Raportissa käsiteltiin myös Tavoite 1-ohjelman arvioinnin yhteydessä tehdyn viljelijäkyselyn tulokset, jonka otos koostui vuosien 2000-2002 aikana nuoren viljelijän aloitustuen sekä investointituen tukipäätöksen saaneista tiloista. Kyselyyn vastasi 202 nuorta viljelijää ja 188 investointitukea saanutta viljelijää. Näiden tilojen viljelijöiden voitiin todeta olleen koulutetumpia kuin viljelijöiden keskimäärin. Investointitukipäätöksen saaneet tilat olivat kokeneet investointituet hyödyllisemmiksi kuin kaikki aktiivitilat yleensä ja 80 % niistä koki investointituen vähintään jokseenkin ratkaisevaksi investointien toteuttamisen kannalta.

This report is based on a questionnaire mailed to the profitability bookkeeping farms of the MTT Agrifood Research Finland in March-April 2004. Of the questions asked, this report analyses only those concerning the investment aid and setting-up aid for young farmers. When examining the responses it is important to note that at the time when the enquiry was made the decisions on the new aids were not yet available, because they entered into force in May 2004. The questionnaire was returned by 397 farms. They had participated in the profitability bookkeeping already in 2002 and thus all the necessary background data and economic key figures were also available for them. Most of the responses were weighted to reflect the results of all active farms by means of weighting coefficients which were defined separately. Among the farms concerned 15 per cent of the livestock farms and 20 per cent of the crop farms intend to expand their current main production activity by 2010. On the average these were larger than the other farms and their economic result was the best, but they also had the highest debts. Of the livestock farms as many as 16 per cent and 9 per cent of the crop farms reported intentions to transfer the farm to the next generation by 2010. On average the farms to be transferred to the descendants were relatively large and profitable. About half of the crop and livestock farms intended to continue their production in about the current extent until 2010. Farms which expressed intentions to quit were smaller, with weak profitability and low result. The active farms considered the possible reduction in the support or market prices of the products, increase in production costs and weakening of the profitability of the farm as the most important factors causing uncertainty in view of the continuation of agricultural production. The continuation of farming after 2010 was at least likely on more than two-thirds of the farms. A fourth of the crop farms and a little under a third of livestock farms which had received investment aid decisions and made investments in 2000-2003 considered that the income level had risen and profitability improved as a result of the investments. Investments must also be made to maintain the current income level and profitability. Over 90 per cent of the farms considered the production-related support as quite significant in view of the investments. The report also dealt with the results of the questionnaires sent to farmers in connection with the evaluation of the Objective 1 Programme. The sample consisted of farms which had received a decision concerning setting-up aid for young farmers or investment aid in 2000-2002. The questionnaire was returned by 202 young farmers and 188 farmers which had received investment aid. These farmers were found to be more highly educated than farmers on average. Farms which had received an investment aid decision considered the investment aids as more beneficial than active farms on average, and 80 per cent of them considered the investment aid as quite decisive for realising the investments.
