Rypsibiodieselin (RME) maatilatuotannon kannattavuus

Abstract

Bioenergialle on asetettu huomattavia toiveita sekä julkisessa keskustelussa että valtionhallinnon työryhmien raporteissa. Erityisesti maatalousperäinen energiantuotanto on nopeasti noussut kiinnostuksen kohteeksi öljyn korkean hinnan sekä maatalous- ja energiapoliittisen kehityksen myötä. Viimeaikaista tutkimusta maatilojen energiantuotannon kannattavuudesta on kuitenkin vähän. Tämän selvityksen tarkoitus on osaltaan täyttää tiedontarvetta maatalouden bioenergian nykyisistä taloudellisista edellytyksistä. Selvityksessä tarkastellaan pienen mittakaavan rypsibiodieselin (RME) tuotantokustannuksia erilaisilla puristimilla ja esteröintilaitteistoilla. Kuvaus vastaa kevään 2006 hintasuhteita ja kaupallista teknologiaa. Kustannusten lisäksi esitetään arvio rypsin satotasojen kehityksestä ja rypsin viljelyn potentiaalista Suomessa. Sivutuotteiden markkinoita ja taloudellista merkitystä analysoidaan biodieseltuotannon potentiaalin mahdollisten esteiden selvittämiseksi. Kustannustiedot ja prosessitekniset suhteet perustuvat asiantuntija-arvoihin. Hintatiedot ovat pääosin toteutuneita hintoja, muutamat arviot nojaavat aikaisemmin julkaistuihin selvityksiin. Tärkeimmille hinnoille ja parametreille on tehty herkkyystarkastelu (Liitteet). Selvitys osoittaa, että rypsibiodieselin tuotantokustannukset ovat tällä hetkellä kilpailukykyisiä suurimuotoisessa mittakaavassa. Avainasemassa ovat fossiilisen vaihtoehdon hinnan lisäksi rypsin hinta sekä esteröintiprosessin vaatima ihmistyön määrä. Ajoneuvokäytössä polttoaineveron suuri osuus korostaa biodieselin tuotannon kannattavuuden poliittista ulottuvuutta. Rypsibiodieselin koko tuotantoketjua on myös mahdollista tehostaa, lähtien selvityksessä käytetystä rypsinviljelyn satotasosta (1 500 kg/ha) aina tuotantoteknisiin parannuksiin nykyisissä esteröintilaitteistoissa.

Many hopes have been pinned on bioenergy in recent debates and governmental reports. Especially in agricultural context bioenergy is a young concept and phenomenon in public discussion in Finland. The driving forces of the current interest include the high crude oil prices and the recent developments in the EU-wide energy and agricultural policy. Domestic agricultural biofuels are also a field of little updated economic research. This study tackles the subject of economic feasibility of small scale rapeseed oil biodiesel (RME). The study focuses on production costs of different sizes of farm level technology. It reflects the price relations and commercial technology in spring 2006. The study also analyses the potential of turnip rape, the by-far most important oilseed crop in Finland. Rape cultivation currently faces numerous difficulties, but the potential benefits of its expansion are significant. In order to have a complete assessment, also the markets and economic significance of the main side products (rapemeal and glycerine) are discussed. The data are based on estimates by manufacturers, biodiesel producers and other experts as well as a survey of recent literature. Most prices are derived from the current market data. A sensitivity analysis was conducted for all the key prices and variables. The study shows that biodiesel production is economically viable when produced professionally with large quantities. Key factors include the price of a fossil alternative, the price of rapeseed and labour input to the esterification process. When used in transportation, the high proportion of the excise duty of the total price highlights the political dimension of profitable biodiesel production. It is also noted that while some of the estimates used in this study are rather conservative, it is clearly possible to strengthen the whole biodiesel chain, from turnip rape crop yields all the way to technological improvements in the esterification process.
