Tiivistelmä
Maidon- ja lihantuotannolla on pitkät perinteet pohjoisessa. Näin on myös ollut torimyyntiin ja kotitarpeen tyydyttämiseen perustuneessa avomaan puutarhatuotannossa. Maaseudun elinkeino- ja yhteiskuntarakenteiden murroksessa on maatalous muuttunut hyvin paljon. Lappi on raaka-ainetuotannolla mitattuna omavarainen ainoastaan maidon, lampaanlihan, poronlihan ja nauriin tuotannossa. Kuluttajatuotteilla mitattuna omavaraisuus täyttyy ainoastaan poronlihalla, nauriilla ja lampaanlihalla. Lappi on nollatuotantoaluetta useilla sellaisilla maatalouden tuotteilla joiden tuottaminen Lapin maakunnassa olisi täysin mahdollista. Lappilaisen maatalouden keskeiset tuotantosuunnat, maidon- ja lihantuotanto ovat muuttuneet alueellisesti. Idästä ja pohjoisesta on tilojen vähenemä ollut suurta verrattuna Kemi-Tornion seutuun. Tällä tutkimuksella haettiin vastausta kysymykseen, miten Lapin maatalous nyt voi? Toteutetun tutkimuksen kohderyhmänä olivat kaikki maaseutuviraston rekisterissä olevat Lapin maatilayrittäjät. Näitä tiloja oli 1482 kpl ja tutkimuksen vastausprosentiksi muodostui 27,2. Jokainen lappilaiselle maataloudelle keskeinen tuotantosuunta ja ikäluokka ovat tutkimuksessa hyvin edustettuna.
Maidontuotanto nousi esille tuotantosuuntana jossa kannattavuus ja maksuvalmius olivat muihin tuotantosuuntiin verrattuna parempia. Maidontuotanto näkyi vahvimpana myös liikevaihdon, käytössä olevien resurssien ja ulkopuolisen työvoiman määrässä. Aikaisempiin tutkimuksiin verrattu-na maatalouden liiketoiminnan kannattavuus vastaajien subjektiivisen käsityksen mukaan ei näytä vahvistuneen missään tuotantosuunnassa. Vastaajat kaikista tuotantosuunnista ilmoittavat varojen riittävän kuitenkin kohtuullisen hyvin juokseviin kuluihin ja päivittäiseen toimeentuloon. Sitä vastoin investointeihin yrityksen tulorahoitus ei vastaajien mukaan riitä.
Maatilayritysten keskimääräistä liikevaihtoa tarkasteltaessa seutukuntien välinen ero nousee voimakkaasti esille. Kemi-Tornio seutukunta näkyy alueena jossa maatilojen keskimääräinen liikevaihto on lähes kaksinkertainen muihin seutukuntiin verrattuna. Tämä tulos tukee aikaisempia tilastopohjaisia tarkasteluja. Tulos selittyy Lapin maakunnan alueellisella heterogeenisyydellä maatalou-den osalta. Kemi-Tornio seutukunta on vahvaa nautakarjatalouden aluetta, jossa tilat ovat suuria ja tuotanto voimakasta. Alueella tuotetaan lähes puolet Lapin maakunnan maidosta ja naudanlihasta.
Maatilayrittäjien voimavaroja ovat oma henkinen jaksamisen ja muilta maatiloilta saatava vertaistuki. Näiden asioiden lisäksi tärkeä voimavara yrittäjälle ovat osaaminen, ammattitaito ja yrityksen hyvä maine. Tuotannon jatkuvaa kasvattamista ja voiton maksimointia ei pidetty tavoittelemisen arvoisena asiana. Tärkeää yrittäjille on taloudellinen kestävyys, kannattava liiketoiminta, riittävä tulorahoitus ja taloudellinen riippumattomuus.
Maatilayrittäjien osaaminen Lapissa on varsin korkealla tasolla. Tämä näkyi suunnitelmallisuutena, seurantaohjelmien käyttönä ja omana työnä erityisasiantuntijuutta vaativissa tehtävissä. Julkisen sektorin toimijoilla ja julkisella infrastruktuurilla on tärkeä merkitys maatilojen toimintaan. Oma elintarviketuotanto, kansallinen omavaraisuus ja paikallisen ruoantuotannon turvaaminen on maatilayrittäjille tärkeää. Yhteiskunnan halutaan pitävän huolta kansallisesta ja paikallisesta elintarviketuotannosta. Lapin maataloudessa ei näyttäisi tuotantorakenteen osalta olevan tulossa kovinkaan suuria muutoksia. Nurmituotanto on keskeisessä osassa, osana nautakarjataloutta, lammastaloutta ja porotaloutta.
Vastaajat ottivat kysyttäessä myös kantaa mahdollisuuteensa vaikuttaa maatilansa tuotteiden hintaan, laatuun ja määrään. Näiltä osin vastaukset olivat ajatuksia herättäviä. Vastaajat kokevat, että heidän mahdollisuutensa vaikuttaa tuottamansa tuotteen hinnan muodostukseen oli huono. Tämä nousi esille erityisesti nautakarjataloudessa. Sama ilmiö, mutta hiukan lievempänä tuli esille myös porotalouden ja lammastalouden osalta.
Milk and meat production has a long tradition in the north. This has also been the case for open garden gardening based on gardening and home satisfaction. Indicated by raw material production, Lapland is self-contained only with production of milk, sheep, reindeer and turnip rape. As measured by consumer products, self-sufficiency is only met with reindeer meat, turnip rape and sheep´s meat. Lapland is a zero-production area for many agricultural products whose production in Lapland would be perfectly possible. The regional shift of main production lines in Lapland, milk and meat production, has been important. In east and north, the decline in farms has been large compared to the Kemi-Tornio area. This study sought answers to question: How is the Lapland´s agriculture doing? The target group of survey was all Lapland Farmers in the register of Agency of Rural Affairs. The questionnaire was sent to 1482 farms and response rate of the survey was 27.2. Responses came evenly from all the production and age groups in Lapland´s agriculture. Key production line and age groups are well represented in the study.
Milk production emerged as a production line where profitability and liquidity were better than in other production lines. Milk production was also the strongest in terms of business, the amount of resources available and the number of outside employers. Compared to earlier studies, the profitability of agricultural business, according to the subjective perception of respondents, does not seem to be strengthened in any production direction. The respondents of all the production lines indicate that funds are, however, reasonably well sufficient for running costs and daily livelihood. On the other hand, the investment of the company´s income financing is not sufficient.
When looking at the average turnover of farms, the difference between the sub-regions rises sharply. The Kemi-Tornio sub-region is seem as an area where the average turnover of farms is almost double that of other sub-regions. The result is explained by the regional heterogeneity of the province of Lapland for agriculture. The Kemi-Tornio sub-region is a strong cattle area where the farms are large, and production is strong. Almost half of Lapland´s milk and beef production are pro-duced in the area.
Farmers´ resources are their own mental well-being and the peer support from other farms. In addition to these things, an important asset for an entrepreneur is expertise in skills and corporate reputation. The continuous growth of production and the maximization of profit were not regarded as worth pursuing. It is important for entrepreneurs to have financial sustainability, profitable business, adequate income financing and financial independence.
The skills of farmers´ in Lapland are quite high. This was reflected in the design, the use tracking programs and as a separate job for tasks requiring special expertise. Public sector actors and public infrastructure play an important role in farm operations. Own food production, national self sufficiency and securing local food production is important for agricultural entrepreneurs. Society is needed to take care of national and local food production. There won’t be any changes in the production structure in Lapland´s agriculture. Grass production is a key part of the cattle industry, sheep farming and reindeer husbandry.
When asked, respondents also took the opportunity to influence price, quality and quantity of their farm´s products. In that respect the responses were thought-provoking. The respondents feel that their chances of influencing the price of the product their produce were poor. This was particularly evident in cattle farming. The same phenomenon, but a little more pronounced also in the case of reindeer husbandry and sheep faming.
