Water resources cannot be replaced by any other natural resources as an important basis for socio-economic development. Water has become a world concern and our government has paid even more attention to it. In the Fifth Plenary Session of the 15th Central Committee, great importance was attached to water resources, listed as one of the main strategic resources for the development and prosperity of China, along with grain and petroleum. The 16th National Congress set the goal for building a well-off society in an allround way, in order to quadruple China's gross domestic product of 2000 by optimized structures and increased efficiency, and to further improve its overall strength and international competitiveness. Water resources are seen as indispensable and essential for realizing these goals. Key words: water utilization, well-off society, strategic aspects, China
