Maatalouden tuotantokustannusindeksit vuosina 1994-1998

Abstract

Maataloustuotteiden tuotantokustannusten kehitys osoittaa, ettei maataloudelle ole tuotantopanoshintojen alenemisen kautta vuoden 1995 jälkeen tullut juurikaan helpotusta tulojen alenemiselle. Tulos perustuu tilamallilaskelmiin, joiden avulla on tarkasteltu maatalouden tuotantotarvikkeiden ja -panosten hintojen muutosten vaikutusta tärkeimpien maataloustuotteidemme tuotantokustannuksiin eri tilakokoluokissa. Tuotteet ovat maito, naudanliha, sianliha, porsaat, kananmunat sekä rehu- ja leipävilja, rypsi ja sokerijuurikas. Vuodesta 1994 vuoteen 1995 eri tuotteiden tuotantokustannukset laskivat panoshintojen alenemisesta johtuen seuraavasti: maito 2 4 %, naudanliha 15 17 %, sianliha 21 25 %, välitysporsas 8 10 %, kanamunat 16 20 %, vilja 4 7 %, rypsi 4 6 % ja sokerijuurikas 3 4 %. Tuotteesta riippumatta tuotantokustannukset laskivat enemmän suurissa kuin pienissä tilakokoluokissa. Ensimmäisen EU-jäsenyysvuoden 1995 jälkeen panoshintojen muutosten vaikutukset tuotantokustannuksiin ovat olleet pieniä. Jäsenyyssopimuksen mukaisen alenevan siirtymäkauden tuen tavoitteena on ollut pyrkiä helpottamaan maatalouden sopeutumista unionin hintatasoon ja kompensoimaan kustannuksia, joiden ennakoitiin laskevan hitaammin kuin tuotteista saatavien hintojen. Tilamallilaskelmien mukaan vuoden 1995 jälkeisiä tulonmenetyksiä kompensoivat kustannussäästöt on jouduttu hankkimaan pääosin tuotannon rationalisoinnin ja tehostamisen kautta. Panoshintojen kehityksen kautta olennaisia kustannussäästöjä ei ole ollut mahdollista saada.

This paper deals with the development of the production costs of agriculture in 1994-1998 on the basis of farm models. The results for 1998 are preliminary. At the Agricultural Economics Research Institute an index system indicating the changes in the production costs in the different production lines and on farms of different sizes has been drawn up on the basis of the farm models. As an index system with fixed inputs it describes only the effects of the changes in the prices. In addition to the series of indexes for the development of the production costs this paper is also concerned with the foundations of the index calculation of the production costs of agricultural products as well as describes the acquisition of data in the farm model system and the weight structures of the indexes. The reformed farm models and their characteristics are presented in a earlier research report of the Agricultural Economics Research Institute concerning the production costs of agriculture (Ala-Mantila and Riepponen 1998). In 1994-1995 the production costs fell, depending on the size of the farm, by 2-5% in milk production, 16-18% in beef production, 21-25% in pigmeat production, 8-10% in piglet production and 16-20% in egg production. In the production of arable crops the costs fell by 4-7%. The reduction in the costs in the first year in the EU was mainly due to the change in the value added taxation. In 1995-1998 the changes in the costs have varied from a decrease of over 3% to an increase of about 4%. In 1995-1996 the beef production costs fell by 4-6%, and these were the only ones to decrease from the level of the preceding year.
