Tiivistelmä
Tutkimuksessa selvitettiin petoeläinten aiheuttamien suorien ja välillisten tappioiden vaikutuksista poronhoidon tuottavuuteen, tuloihin ja taloudelliseen kestävyyteen. Poronhoitoalueen paliskunnasta kerättiin aineistoja poronhoidon tuottavuudesta ja petoeläinten aiheuttamista eläintappioista sekä vuotuisista sää- ja lumiolosuhteista vuosilta 2003–2015. Kolmesta paliskunnista kerättiin luuydin- ja hammasnäytteitä petojen tappamien porojen (102 poroa) iän ja kunnon määrittämiseksi. Petoeläinten, sää- ja lumiolosuhteiden ja porotiheyksien vaikutusta vasatuottoon, teurasmäärin ja teurasprosenttiin analysoitiin regressio- ja sekamalleilla. Petoeläinten aiheuttamia suoria ja välillisiä vaikutuksia poronhoidon nettotuloihin ja taloudellisen kestävyyteen analysoitiin poronhoidon bioekonomisen systeemimallin avulla käyttämällä analyyseissä poronhoidon menoja ja tuloja poronhoitovuodelta 2010–2011.
Petoeläinten aiheuttamiksi todettuja tappioita esiintyi merkittävästi (1–6 tapettua po-roa/100 eloporoa) 19:sta tai hyvin merkittävästi (yli 6 tapettua poroa/100 eloporoa) 8 paliskunnassa. Eri petoeläinlajien merkitys poronhoidon eläintappioihin ja tuottavuuteen vaihteli alueittain ja vuosittain. Ahma ja maakotka aiheuttivat eniten tappioita pohjoisissa paliskunnissa, muulla poronhoitoalueella kaikki suurpedot vaihtelevasti. Myös vuosittaiset lumiolo-suhteet vaikuttivat merkittävästi vasatuottoon ja teurasmääriin.
Kerättyjen luuydin- ja hammasnäytteiden perusteella porojen kunto tai ikä ei selittänyt petoeläinten aiheuttamia porovahinkoja. Tehdyt analyysit osoittivat, että sekä paliskunnan vasatuotto että teuras- ja eloporomäärät putosivat merkitsevästi löydettyjen suurpetojen tappamien porojen määrän kasvaessa. Myös maakotkareviireiden määrän lisääntyminen paliskunnissa pudotti merkitsevästi vasatuottoa. Analyysit viittasivat myös siihen, että huomattava osa eläintappioista jää toteamatta. Siitosporojen menettäminen aiheuttaa suorien menetysten lisäksi myös välillisiä tappioita erityisesti silloin, kun tuottavimpien vaadinten määrä karjassa putoaa. Petojen tappamien porojen etsintä aiheuttaa paliskuntien keräämien tietojen perusteella myös paljon ylimääräistä työtä (2,1–7,8 työpäivää/löytynyt tapettu poro). Bioekonomisten analyysien perusteella poronhoidon nettotulot ovat optimitilanteessa ovat 62–90€/eloporo, mutta tapettujen porojen etsinnästä voi aiheutua mittavia nettotulojen menetyksiä poronhoidolle (17–41 €/eloporo). Petoeläinten aiheuttama porokannan tuot-tavuuden merkittävä putoaminen yhdessä muiden kustannusten kanssa voikin romahduttaa poronhoidon nettotulot (menetykset 21–82 €/eloporo) ja siten myös elinkeinon taloudellisen kestävyyden. Kyseiset mallitarkastelut osoittivat myös että, selvästi suurimmat nettotu-lojen menetykset poronhoidolle voi aiheutua vuosittain yksittäisestä sudesta (32 160 €) ja ahmasta (16 996 €) sekä niiden jälkeen ilveksestä (11 736 €) ja karhusta (3 575 €). Nettotulojen vuotuinen menetys asututtua maakotkareviiriä kohti oli 2 742 €.
Tutkimus toi monipuolista tietoa petoeläinten vaikutuksista poronhoidon tuottavuuteen, tuloihin ja taloudelliseen kestävyyteen. Tuloksia voidaan hyödyntää kehitettäessä petoeläinten aiheuttamien tappioiden kompensaatiojärjestelmiä tai kun eri petoeläimille laaditaan kannanhoitosuunnitelmia poronhoitoalueelle.
In this study, direct and indirect losses caused by different predators on the productivity, income and economic sustainability of reindeer husbandry were investigated. Data on the productivity and number of animal losses caused by predators as well as on annual snow and weather conditions were collected from the reindeer herding co-operatives in Finland during 2003–2015. Bone marrow and teeth samples were collected from cadaver reindeer (102 reindeer) in three co-operatives in order to evaluate body condition and age class of killed reindeer. Effects of predators, snow and weather conditions and reindeer densities on calf production, numbers of slaughtered reindeer and slaughtering percent were analysed by regression and mixed models. Direct and indirect effects of predators on the net incomes and economic sustainability of reindeer herding were analysed by using the bioeconomic system model and the income and cost data from the herding year 2010–2011.
Reindeer losses determined to be caused by predators appeared to be remarkable (1–6 reindeer/100 reindeer left alive) in 19 co-operatives or very remarkable (over 6 reindeer/100 reindeer left alive) in 8 co-operatives. Impacts of different predators on the losses and productivity varied between years and areas. Wolverine and golden eagle caused most of losses in the northern co-operatives; in other part of the herding area all large carnivores had variable effects. Also annual snow conditions affected considerably calf percent and number of salughtered reindeer.
Based on the bone marrow and teeth samples, body condition or age of reindeer did not explain reindeer losses caused by predators. According to the analyses calf production and the numbers of reindeer slaughtered and left alive decreased significantly as the number of reindeer killed by large carnivores increased. The increase of the number of golden eagle nestings within a co-operative decreased also signicficantly calf production. Analyses also indicated that considerable part of reindeer losses remains unnoted. In addition to direct losses, deprivation of breeding animals (especially loss of best aged females) in herd causes indirect losses. Based on the bookkeeping by herders, searching of killed reindeer also increases markedly the amount of extra work (2.1–7.8 working days/found reindeer). According to the bioeconomic analyses the net incomes of reindeer herding in the optimal situation are 62–90€/reindeer left alive, but the searching costs may drop considerably these incomes (fall 17–41 €/reindeer left alive). Together with the decrease of herd productivity and extra costs, the net incomes of reindeer herding may collapse (fall 21–82 €/reindeer left alive), which can also collapses the economic sustainability of reindeer herding. Bioeconomic analyses also showed that the gratest annual losses in net incomes are caused by one wolf (32 160 €) and one wolverine (16 996 €), then one lynx (11 736 €) and one bear (3 575 €). The loss of net incomes per one nested golden eagle territory was 2 742 €, respectively.
The study produced versatile knowledge on the effects of predators on the productivity, incomes and economic sustainability of reindeer herding. The results can be applied when developing the compensation systems for the losses caused by predators or when the management plans for different predators are made in the reindeer herding area.
