Tilatuen eri vaihtoehtojen vaikutukset - päälinjat

Abstract

Tuotannosta irrotettu tilatuki voidaan maksaa viljelijälle tilakohtaisena tukena tilan aiemman tuotannon mukaan, alueellisena tasatukena kaikille hehtaareille, tai näiden yhdistelmänä. Jos viljelijällä on omistuksessaan peltoa enemmän kuin viitekauden CAP-tukikelpoinen hehtaarimäärä, hän voi tilakohtaisen tuen mallissa ilmoittaa tukioikeudellisiksi lohkoiksi omistamansa peltolohkot ja jättää hallinnassaan olevat vuokramaat ilman CAP-tukioikeuksia. Tämä voi johtaa pellon vuokrien ja hintojen alenemiseen. CAP-tukioikeudellisen maan hinta voisi toisaalta nousta, koska jatkossa CAP-eläintukia ja maitopalkkioita maksetaan peltopinta-alan perusteella. Tasatuki eli samansuuruinen tuki per hehtaari, vaikka nostaisikin heikkotuottoisen maan hintaa, olisi teoriassa taloudellisesti tehokkaampi vaihtoehto, koska tukierot peltolohkojen välillä eivät vääristäisi pellon hintaa. Taloudelliselle toiminnalle on eduksi se, että tuotantoresurssien hinta vastaa niiden tuottoarvoa. Toisin kuin tilakohtaisen tuen mallissa, ruokaperunan ja puutarhatuotteiden viljely entisellä CAP-alalla ei tasatukimallissa johda CAP-tuen menettämiseen.

Decoupled single farm payment can be paid for a farmer on the basis of historical production at a farm, as a uniform flat rate payment for all farm land in a region, or as a combination of the both. If a farmer owns more land than the historic CAP-area, the land area rented by a farmer is not likely to be eligible for CAP-support anymore if the historic farm payment system is chosen. This may decrease land rents and land prices. On the other hand, decoupled CAP-animal supports paid per hectare basis may increase land prices. Flat rate payment system, even though it may increase prices of marginal land, does not distort land prices as much as historic payment system. In a flat rate payment system the productivity of farm land has a larger influence on land prices, which favours economic efficiency. Contrary to the historic payment system, cultivation of table or seed potatoes or horticultural products on former CAP-areas would not reduce the CAP-support received by the farmer.
